The application of Lean Management Made in Vietnam in administrative procedures

Lean Management Made in Vietnam

The theory of Lean Management Made in Vietnam (LMMV) introduces the concept of “Tâm thế,” which implies that to excel in any task, active participation of all involved parties is required. This mindset can serve as a foundation and guiding principle for coordinating efforts in various administrative tasks. LMMV also introduces the Lean Thinking Made in Vietnam, which emphasizes the necessity to eliminate waste and minimize it to the fullest extent possible, ensuring that organizational activities bring genuine value to customers at the lowest cost achievable.

The application of Lean Management Made in Vietnam (LMMV) helps enhance the efficiency of public administrative procedures:

  • Assessing the current waste relating to the design of administrative procedures/public services at agencies issuing the procedures or providing the services;
  • Evaluating the current waste relating to the implementation of administrative procedures/public services at agencies executing the procedures or providing the services;
  • Enhancing awareness and building a “tam the” of lean management and mindset of lean management among staff of agencies implementing the procedures or providing the services;
  • Developing and supporting the implementation of strategies to improve the efficiency of design/issuance, implementation of administrative procedures, and provision of public services to meet the expectations of citizens and businesses.

Government agencies need to establish the right “Tâm thế”.

  • Understanding the benefits and necessity of each step in the administrative procedures for the goal of state governance and the benefits of citizens and businesses; based on this understanding, retaining only the truly necessary steps.
  • Understanding that it is indeed possible to design a lean administrative procedure with low costs which will bring benefits such as enhancing the thinking capacity and work skills of policymakers and legal regulations; 
  • People who design administrative procedures need to have awareness, attitude, and good ethics towards their work (learning, doing) to pave the way for the implementation of the two understandings above.
