The conference convened nearly 100 delegates from various ministries, governmental agencies, research institutes, private enterprises, and media organizations.
The conference focused on clarifying the role of digital transformation as a "new operating system" enabling private enterprises - a sector accounting for nearly 50% of GDP—to accelerate development and integration.
In the opening session, the VNU University of Economics and Business (UEB), provided an overview of its policy consultation activities for the academic year 2023–2024. Guided by its strategic direction as an applied research university, UEB has implemented over 30 research projects across five key thematic areas, attracting participation and feedback from more than 130 domestic and international experts. To disseminate research findings to the policy and practical communities, UEB officially announced and presented its Policy Consultation Publication Series, comprising 5 specialized publications:
Developing Key Economic Sectors in Vietnam: International Experience and Policy Implications
In his introductory remarks, Assoc. Prof. Dr. Nguyen Truc Le, Secretary of the Party Committee and Chairman of the University Council, UEB, VNU, Hanoi, affirmed: "Digital transformation is a vital factor for private enterprises if they aspire to become a key driver of the economy. This conference concretizes Resolutions 57-NQ/TW and 68-NQ/TW, thereby proposing policies and support models for effective digital transformation in enterprises." Assoc. Prof. Dr. Nguyen Truc Le emphasized UEB's commitment to continuing its role as a bridge between academic research and practical development, collaborating with stakeholders in building an efficient, innovative, and sustainable digital environment for the Vietnamese business community.
Assoc. Prof. Dr. Nguyen Hong Son, Deputy Head of the Central Policy and Strategy Committee, delivered a keynote address at the conference, highlighting that in the context of strong global digital transformation, Vietnam faces significant opportunities for breakthroughs but also profound challenges. Digital transformation must become a genuine driver of growth, rather than merely a slogan.
Assoc. Prof. Dr. Pham Thi Hong Yen, Member of the Economic and Finance Committee of the National Assembly, shared: "The National Assembly will continue to pass numerous strong reform-oriented legal documents, creating a favorable legal framework for business development." According to her, digital transformation is key to streamlining operational efficiency and helping businesses increase revenue and reduce costs - thereby achieving double-digit growth targets.
In the specialized presentation session, Dr. Hoang Xuan Vinh, Lecturer at the Institute of Business Administration, UEB, VNU, Hanoi, presented a paper titled "Digital Transformation of Vietnamese Enterprises: Current Status, International Experience, and Policy Suggestions." (Chuyển đổi số doanh nghiệp Việt Nam: Thực trạng, kinh nghiệm quốc tế và gợi ý chính sách). The paper analyzed key barriers to digital transformation, such as reliance on foreign foundational technologies (semiconductors, storage, microchips), and a lack of synchronized data and solutions. Dr. Hoang Xuan Vinh proposed that Vietnam should learn from Singapore's SME support model, where the State plays a role in policy design and providing shared digital platforms.
Assoc. Prof. Dr. Phan Chi Anh, Dean of the School of Business Administration, UEB - VNU, presented a paper titled "Digital Transformation Promotes Private Enterprise Participation in Global Value Chains and Supply Chains." (Chuyển đổi số thúc đẩy sự tham gia của doanh nghiệp tư nhân vào chuỗi giá trị và chuỗi cung ứng toàn cầu). Based on practical surveys, he indicated that the level of digital transformation in Vietnamese enterprises remains low, with most only beginning in the last 3–5 years. However, enterprises with high levels of transformation have reported clear effectiveness in reducing production costs, shortening delivery times, and reducing inventory.
The open discussion session was vibrant, with active participation from numerous experts and businesses. Delegates thoroughly analyzed bottlenecks in the digital transformation process, including: lack of investment capital for digital infrastructure; shortage of digitally skilled human resources; unsynchronized connectivity infrastructure; significant disparity in readiness among different types of enterprises; and an incomplete legal framework, particularly in e-commerce and digital transactions.
Based on the content of the presentations and discussions, the conference concluded with several prominent policy recommendations:
- The State needs to invest in and improve national digital infrastructure.
- Develop shared digital platforms for small and medium-sized enterprises.
- Establish a clear and flexible legal framework suitable for SMEs.
- Promote financial access and support enterprises in the digital transformation process.
- Strengthen training and enhance digital human resource capacity.
- Learn from international experiences and replicate suitable models for Vietnam's practical conditions.
Enhance the connecting role of research institutions and universities in providing solutions, assessing impacts, and transferring knowledge
In her concluding remarks, Assoc. Prof. Dr. Nguyen Anh Thu, Vice Rector of UEB, VNU, Hanoi, extended sincere gratitude to the experts, policymakers, business representatives, and media agencies for their companionship and insightful contributions to the program. Assoc. Prof. Dr. Nguyen Anh Thu emphasized: "The content and policy recommendations presented at the conference will continue to be researched, concretized, and applied in practice, contributing to effective and sustainable digital transformation in the private enterprise sector."
The conference closed successfully, once again affirming UEB's role in connecting academic knowledge with practical realities, actively contributing to the socio-economic development policymaking process in the era of digital transformation. It is hoped that in the coming time, the policy recommendations put forth at the conference will continue to be researched, concretized, and applied in practice, contributing to effectively promoting digital transformation in the private enterprise sector, aiming for rapid, sustainable growth and deep integration of the Vietnamese economy.
